At the Second ASEAN Plus Japan Ministerial Meeting on Sports was held in the Manila, the Philippines, in October 2019, ASEAN and Japan agreed to hold a workshop based on the above-mentioned assessment as part of the first phase of ASEAN-Japan Actions on Sports project funded by the Japan ASEAN Integration Fund (JAIF). Page 1 of 10 Endorsed by SOMS+Japan 15 October 2021 Following the decision, a survey for the Needs Assessment of ASEAN-Japan Cooperation on the Development of Physical Education Teachers in ASEAN was also implemented to gather views from ASEAN Member States for the next phase of ASEAN-Japan Actions on Sports project. Based on the result of this survey, and to contribute to the implementation of ASEAN Work Plan on Sports 2021-2025, the Government of Japan will implement the second phase of ASEAN-Japan Actions on Sports project with focus on physical education teacher education (PETE) and sport for people with disability (SPD) in ASEAN Member States in the year 2021-2022. The objective of this Project is to improve the quality of PETE and SPD.
In Myanmar, in cooperating with JICA from 2017 to 2021, Nippon Sport Science University, Japan was engaging in developing physical education curriculum, assessment tool, teachers guide for implementing them and also INSET program in CREATE project (The Project for Curriculum Reform at Primary Level of Basic Education). Meanwhile, the Ministry of Education, Youth and Sport of Cambodia has signed the MOU with Nippon Sport Science University in 2019. Based on this MOU, Nippon Sport Science University has offered the training course for PETE program at Nippon Sport Science University and also National Institute of Physical Education and Sport in Cambodiai. The University of Tsukuba has been also engaging in developing physical education curriculum from elementary to senior high school in Cambodia since 2007 in cooperation with Nippon Sport Science University. Related with Sport for people with disability, the University of Tsukuba is supporting Sport for people with disability in ASEAN States in cooperation with APCD (Asia-Pacific Development Center on Disability). Prof. Dr. Sato at the University of Tsukuba is working as the research fellow in field of adapted physical education in SHPE Americaii. Through the leadership of JSA, it has been agreed that the Nippon Sport Science University in cooperation with the University of Tsukuba in Japan will serve as the co-implementing agencies of this project. Nippon Sport Science University is in charge of running the overall project and serves as the responsible university for the PETE, while the University of Tsukuba serves as the responsible university for the SPD. This concept note provides detailed information regarding tasks, schedule and implementation arrangement of this project, as well as the request composition of participants and the suggested selection criteria. The project is expected to commence upon endorsement from the ASEAN Plus Japan Senior Officials Meeting on Sports (SOMS+Japan) and be completed on 31 March 2022.
2. OBJECTIVES AND OUTPUTS In general, the project aims to strengthen cooperation and establish sustainable ASEAN-Japan relationships/networks on PETE and SPD among ASEAN Member States. The specific objectives and outputs of this project are as follows: 1) To develop actionable plans/frameworks for improving PETE in each ASEAN Member State’s context; and 2) To identify tasks for promoting SPD in each ASEAN Member State’s context. 3. IMPLEMENTATION ARRANGEMENT a. Establishment of Task Force and Member Selection Criteria Noting the cross-sectoral nature of this project, each Member State through the focal points of SOMS+Japan will be requested to select 2 responsible persons (counterparts) to work closely with the Japan team in this project. The criteria are as follows: 1) Members of Task Force: Counterparts for PETE and SPD • One (1) individual with strong expertise in PETE, particularly in managing PETE system in a government agency (Project Focus: PETE component/ PETE counterpart) • One (1) individual with experience in governmental office to promote sport for people with disability (Project Focus: Sport for PWDs component/ SPD counterpart) • Good relationship with relevant experts in this field such as university staffs and educational board members. Both of these counterparts will serve as members of the Task Force and be responsible for the implementation of each component, if the task force would be organized in each member state in the future.
2) Language Ability The meeting and workshop will be conducted in English, thus, sufficient oral and written skills in English language are required. This is to allow for active participation in discussions, formulation of documents, and delivery of presentations. 3) Other Qualifications Counterparts for PETE are expected to fulfil the following criteria: (1) Involved in a decision-making platform; (2) Possesses knowledge of sports governance in their respective countries; (3) Possesses good understanding of the current situation in PETE in their respective countries; (4) Involved in and good understanding on the implementation of strategic measures and / or initiatives related to PETE in their respective countries; (5) Able to formulate a set of actionable strategies (plan of action) that can be considered for implementation by the government of each Member State (administrative experience in formulating action plans preferable); (6) Able to advocate for the implementation of the formulated strategies. Counterparts for SPD are expected to fulfil the following criteria: (1) (2) (3) (4) (5) (6) Involved in a decision-making platform; Possesses knowledge of sports governance in their respective countries; Possesses good understanding of the current situation in Sport for PWD in their respective countries; Involved in and possesses good understanding on the implementation of strategic measures and/or initiatives related to sport for people with disability in their respective countries; Able to formulate a set of actionable strategies (plan of action) that can be considered for implementation by the government of each Member State (administrative experience in formulating action plans preferable); Able to advocate for the implementation of the formulated strategies. Not only a counterpart nominated for PETE component but also another counterpart for SPD component from each ASEAN member state are required to take part in the regular meetings on PETE matters and in the workshop. Therefore, a counterpart for PETE component will be also required to be responsible for the coordination between another counterpart for SPD from the same country and Japan project team.
b. Activities 1) Regular Meeting on PETE - For developing appropriate and realistic action plan for physical education teacher education system focused on policy guideline, regular virtual (online) meeting once in a month and the 4 days virtual (online) workshop in the middle of February with 2 responsible persons from each member state will be set. - In each meeting before the workshop in February, PETE counterparts from each member state will introduce current situation on physical education teacher education in primary and secondary education level. Based on information from member state, the content of the workshop would be developed. 2) Survey on SPD - To identify task for promoting sport for people with disability, an online questionnaire-based survey as quantitative research and focused interviews will be implemented. - - It is expected to gather information from 50 participants for questionnaire survey and 2 or 3 persons for focused interview in each member state. SPD Counterparts would be expected to check the description in the questionnaire, help to gather questionnaire and select appropriate interviewees. 3) Workshop on Physical Education Teacher Education (PETE) Programme - In order to maximize the value of the Workshop on PETE, participants are encouraged to prepare for the Workshop in advance. - Further details on the substantive preparations will be developed by the organizer in consultation with Japan Sports Agency and relevant entities. - Subsequently, these details will be shared with each ASEAN Member State through the ASEAN Secretariat. - Both persons who are in charge of running PETE and SPD are required to participate in the workshop which will be held in February 2022. - The indicative schedule for the workshop appears under "Tentative Workshop Schedule". Expected Substantive Preparations by the Workshop Participants - Develop an overview of the relevant issues that need to be addressed when incorporating the physical education teacher education system in each country/city/district. - Identify possible strategies and actions to address the issues.
- Laws, policies, and action plans that are the basis for supporting/promoting physical education teacher education. - Certification system of physical education teacher in primary school and secondary school. - Physical Education teacher education curriculum at university - Materials and data that show the measure of pre service and in service physical education teacher education. - Organize government efforts on physical education teacher education. Output: The summary of issues and the corresponding strategies and actions will be used by the organizer and lecturers to tailor the Workshop (e.g., lectures etc.) by providing a clear picture of the current situation in each ASEAN Member State. They will also be used by the participants as a reference and basis for the formulation of the actionable strategies, which will be the main output of this Workshop.
