Conference on the implementation of Viet Nam's Sports Development Strategy to 2030, with a vision to 2045

On November 12, the Ministry of Culture, Sports and Tourism held a conference to implement the Sports Development Strategy to 2030, with a vision to 2045.

Speaking at the opening of the Conference, Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong affirmed: The Sports Development Strategy to 2030, with a vision to 2045 signed and promulgated by the Prime Minister on October 15, 2024, is really a new step, marking a strong transformation in the country's approach and sports development. This is also the legal basis for attracting investment and allocating resources; exploiting and maximizing potentials and strengths in order to realize the goal of "Building a sustainable and professional sports industry" by 2045. Immediately after the Prime Minister approved the Strategy, the Ministry of Culture, Sports and Tourism assigned the Sports Authority of Viet Nam to take the lead, in coordination with relevant agencies, to develop an Implementation Plan for the Sports Development Strategy to 2030, with a vision to 2045. This aims to concretize and effectively implement the viewpoints, objectives, tasks, and solutions of the Strategy; while also defining specific tasks and responsibilities of the relevant agencies and units in organizing the implementation of the Strategy.

In order to effectively implement the Sports Development Strategy to 2030, with a vision to 2045, at this Conference, Deputy Minister Hoang Dao Cuong hoped that the delegates attending the Conference based on the objectives, scope, functions and tasks assigned to focus on discussing and clarifying initiatives, propose measures, solutions, organizational methods, and roadmaps for effective implementation of the Strategy.

At the Conference, representatives of the Departments of Culture, Sports and Tourism and the Department of Culture and Sports also presented ideas towards the goal of how to implement the Sports Development Strategy to 2030, with a vision to 2045 in accordance with reality as well as achieve optimal efficiency.

Speaking at the Conference, Mr. Do Dinh Hong, Director of the Ha Noi Department of Culture and Sports, said: Over the years, the city's leaders have always been interested in the development of sports. The city has also had many regulations to develop sports, especially regulations that pay attention to regimes and policies for coaches and athletes. Especially after the Capital Law 2024 was passed by the National Assembly, which included provisions to resolve issues related to public asset management and specific regulations in Article 21 regarding the development of culture, sports, and tourism. Among them, there are specific regulations on investing resources to develop high-performance sports, constructing modern sports facilities that meet regional and international standards; training and fostering athletes and coaches to reach national and international levels; encouraging organizations and individuals to participate in the development of high-performance sports and professional sports... has created a legal basis for the capital's sports to develop.

Mr. Do Dinh Hong also shared about the construction of institutions and policies in the capital city in connection with the national institutional framework. How is the training of high-quality human resources, including in the field of sports? To realize the set goals, in addition to long-term plans, Ha Noi annually develops specific plans, including organizing more than 1.000 prestigious sports events each year to actively promote the image of the Capital....

Affirming the importance of the Strategy, Mr. Nguyen Nam Nhan – Deputy Director of the Department of Culture and Sports of Ho Chi Minh City stated: the issuance of the Strategy is an urgent need in the current situation when health and a healthy lifestyle have become the top priorities of the people and an important foundation for the sustainable development of the nation. With the challenges posed by social diseases, especially chronic diseases related to lack of exercise and a sedentary lifestyle, encouraging a nationwide sports movement not only contributes to improving physical fitness and health but also enhances the quality of life. At the same time, in the context of Viet Nam's deep international integration, the demand to enhance sports achievements, approaching regional and international levels, is necessary to affirm the nation's position and identity. The Strategy also meets the demand for expanding the sports market, promotes the sports economy, and facilitates the private sector's participation in developing infrastructure and sports services, thereby creating many job opportunities and contributing to economic growth. Based on that, Ho Chi Minh City has concretized the national strategy with Decision No. 2198/QĐ-UBND, proposing a strategy for developing the city's sports sector to 2035, with the goal of creating a strong, comprehensive, and synchronized sports movement, making the city to be a major sports center in Southeast Asia.

Ho Chi Minh City also analyzes the internal and external factors of the Strategy in relation to political, socio-economic, and technological infrastructure factors to effectively implement the Strategy. Accordingly, the Strategy highlights the potential for the development of Vietnamese sports; however, it also faces numerous challenges from political, economic, social, and technological factors. To ensure the project's success, it requires seamless coordination from various ministries, departments, as well as businesses, communities, and international organizations in providing resources, developing technology, and equalizing sports opportunities nationwide.

After nearly 3 hours of urgent and serious work, the Conference received many profound, open, democratic, and frank discussions, comments, and exchanges. These not only reflected the understanding and thorough grasp of the contents of the Strategy but also suggested and proposed many important solutions to serve the next steps of implementation. Especially, many opinions have suggested effectively implementing the Strategy's content in accordance with the actual situation, tailored to each locality, region, and sector. The delegates also emphasized the issues that need to be addressed to develop the sports economy, school sports, and professional sports...

In his concluding remarks, Deputy Minister Hoang Dao Cuong emphasized that the "Conference on Implementing the Strategy for the Development of Sports in Viet Nam to 2030, with a Vision to 2045" had completed all the planned agenda items.

The strategy for the development of physical education and sports in Viet Nam to 2030, with a vision to 2045, is expected to bring about positive and comprehensive changes to the country's sports sector. Therefore, to realize the contents of the Strategy and turn aspirations and visions into reality, the Deputy Minister suggested that relevant agencies, localities, and units should focus on effectively implementing five key tasks:

First, intensify the dissemination and widespread promotion of the core contents of the Strategy to all strata of the population, the business community, officials, civil servants, and employees throughout the industry to create unity in awareness, action, and effectiveness in implementing the Strategy.

Second, based on the viewpoints, objectives, tasks, and solutions of the Strategy, it is proposed that all levels, sectors, localities, and units develop and implement execution plans; ensuring consistency, synchronization, and coordination. The heads of the Party committees and local governments at all levels clearly define the key tasks of their respective localities and units to focus on directing the development of programs and plans for implementing the Strategy. Enhance proactivity and responsibility; improve the quality and effectiveness of Strategy management; ensure the Strategy is implemented in practice while maximizing the utilization of resources.

Assign the Sports Authority to urgently compile and incorporate the delegates' opinions to finalize the Ministry's Plan for implementing the Strategy for the Development of Sports and Physical Training in Vietnam to 2030, with a vision to 2045.

Third, proactively research, amend, and supplement the issued guidelines, policies, and regulations; simultaneously propose the issuance of new mechanisms and policies for the development of sports in each period, creating new momentum for the industry's development, especially in sports economics.

Fourth, focus on training and developing human resources, especially high-quality human resources, to serve management, administration, coaching, and sports competition activities. Enhancing the application of information and digital transformation in the field of sports. Exploiting, using rationally, economically, and effectively the sports facilities and equipment.

Fifth, research and determine the priority order for investing in important facilities and projects to serve the development of sports according to the approved Sports Facility Network Plan and Strategy; implement the development of programs and projects to effectively organize and execute the Strategy.

Emphasizing that the implementation of the Strategy today is just the beginning, the journey ahead is very long, with very huge goals. Therefore, the Deputy Minister expressed the desire to receive the attention, support, and companionship of ministries, sectors, localities, and relevant agencies, businesses, units, and media during the implementation process of the Strategy.
