The general goal of the Strategy is to build a sustainable and professional development of physical training and sports. All people have access to and enjoy physical training and sports services; voluntarily exercise to improve health, fitness and quality of life. Improving the achievements of Vietnamese sports, gradually approaching and advancing to the level of countries with developed sports in Asia. To expand the sports market, mobilize and effectively use resources in the development of physical training and sports. The strategy sets a goal that by 2045, the physical training and sports movement will develop evenly and diversely in all subjects and areas; forming the habit of regular physical training among the people; over 95% of students, and armed forces soldiers meeting physical training standards; and the stature of Vietnamese youth reaching a high level in the region.
Develop appropriate policies for each sport group and athletes.
With high-performance sports and professional sports, the task of the Strategy is to urgently complete the classification of sports, competition events, and athlete forces, ensuring alignment with our country's strengths and conditions and keeping up with global trends; quickly develop appropriate and feasible mechanisms and policies for investment, resource mobilization, training, nurturing, management, encouragement, care, and treatment for each group of sports and athlete forces. Prioritize resources, make focused and in-depth investments for athletes capable of winning ASIAD and Olympic medals.
The Ministry of Culture, Sports and Tourism specifically implements the grouping of disciplines and competition events according to functions, tasks and authority; assume the prime responsibility for developing a program for the development of key sports in preparation for the Olympic and ASIAD events in the coming period, and submit it to the Prime Minister in 2025. Upgrading, modernizing and maximizing the effectiveness of key facilities to serve the training, coaching and organization of sports competitions under the central management training facilities of localities, public security and military branches; and promptly establish specialized training and coaching facilities according to sports groups.
Encourage and create conditions for national sports associations and enterprises to participate in building and operating athlete training facilities; sponsor and support sports teams and talented athletes.
Promote innovation in athlete training, from updating criteria and standards to processes and methods in athlete selection and training; focus on applying advanced and modern technical achievements and solutions to enhance training quality; equip high-tech training rooms at key athlete training facilities. Strongly develop professional sports, expand the application of professional management and administration mechanisms to suitable sports. Encourage organizations and individuals to establish and operate professional sports clubs and organize professional sports competitions; develop athlete training facilities operating under a business model...
For physical education and sports for everyone, the Strategy sets the key tasks and solutions of innovation and quality improvement forThe movement "All People Practice Physical Exercise Following the Example of Great Uncle Ho" and effectively integrate with related strategies, programs, projects, and movements, aiming for each citizen to regularly practice at least one sport suitable to their specific characteristics and conditions.
Expand the network of grassroots sports facilities, significantly increase the number of sports clubs, and public exercise and sports training places. Effectively organize a network of community sports instructors and sports exchange and competition activities. Strengthen inter-sectoral coordination to organize physical and sports activities for each group (workers, civil servants, farmers, youth, women, the elderly...).
Men's football strives to be in the top 8 in Asia.
High-performance sports consistently maintain a position in the top 2 at the SEA Games, in the top 15 at the ASIAD, and in the top 50 at the Olympics. Men's football in the top 8 of Asia and qualifying for the World Cup; Women's football in the top 6 of Asia and qualifying for the World Cup.
The network of modern national sports facilities, qualified to host ASIAD, in which at least 50% of the municipal provinces and cities have at least 3 basic sports facilities meeting international competition standards; 100% of district-level administrative units have three basic sports facilities that meet the specified criteria and standards; 100% of commune-level administrative units have sports facilities; 100% of schools in the general education system have sports facilities.
The sports market is developing, the sports economy is achieving high annual growth, and is gradually making a positive contribution to the country's economic development.
Conservation and development ethnic sports and folk games
Strongly and synchronously innovate physical education and sports in schools, associated with the goal of comprehensive education in terms of knowledge, physical health, psychological and life skills. Enhance the standardization of facilities, equipment and teachers; have a plan to gradually invest in the construction of swimming pools and multi-purpose training houses for general education institutions in accordance with the specific conditions of each level of education and locality.
Organize extracurricular sports activities in the direction of individualization, suitable for the interests, psychology, and age of students, focusing on swimming, traditional martial arts, and other appropriate sports. Strongly develop various types of school sports clubs; enhance the training of sports talents right within the school. Promote and continue to innovate sports exchange and competition activities within and between schools, at all educational levels and in each locality.
Continue to integrate the implementation of the Comprehensive Scheme for the Development of Physical Fitness and Stature of the Vietnamese People for the period 2011 - 2030 with physical education and sports activities in schools; regularly review and assess the physical fitness and stature indicators of students to have sports intervention measures, gradually addressing the issues of overweight, stunting, and malnutrition.
Preserve, develop, and promote the values of traditional sports and folk games; develop recreational sports, adventure sports, and sports linked to tourism and festivals in a diverse, unique, and safe manner; enhance physical and sports activities for people with disabilities; focus on training a team of athletes with disabilities to participate in international sports competitions and tournaments. Create conditions and provide support to continue promoting diverse physical and sports activities suitable for the elderly.
